Warmer and Wetter Spring Likely

The new 30-day and 3-month climate prediction report is out (Jim Angel reviewed at: http://climateillinois.wordpress.com/2013/02/21/new-climate-prediction-center-outlooks/). With a warmer and wetter spring likely, I’m wondering if I may forego planting spring manure. It’s been too cool to seed yet, and once growing, it takes 3 weeks after turning under before you can plant. You can’t turn under the green manure when the ground is too wet, so it may be rather complicated to find the moment when it could be turned under at least 3 weeks before I’d want to transplant my tomatoes and brussel sprouts.
